We have a problem, not with the riots, but the belief that there is no satisfactory sanction for those who will be found guilty nor the honest population believing that sanctions may be strong enough.
- To be fair issue a warning
- Surround the rioters
- If caught in cordon – guilty
- Contact parents tell them where they are.
- Ship to a detention centre on an old army/airforce base. tents may be needed, preferably in remote cold part of country
- Issue orange uniforms, no alcohol, radio, cigarettes, TV etc (only entertainment = books
- Feed them good quality food
- 1 year “re-education”
- up at 5, bed at 9, 7 days a week
- exercise & hard work all day .5 hour R&R each day
- psychologist see everyone every day for 1 hour, to re-adjust and assess mental attitude
- at end of year, 1 year return to “home” with tag
- re-train (we want productive people
- re-offence = jail for long time
- No mention of human rights, they have lost them, but we will treat them with more respect than they have either ever received or given. A firm but fair regime!
